Trump proposes freezing federal worker salaries

President Donald Trump announced on Thursday his plan to freeze automatic pay raises for civilian federal employees in fiscal year 2019 in order to "put our Nation on a fiscally sustainable course".

Trump informed House and Senate leaders in a letter on Thursday.

Trump's position...is a routine move at this point in the budget process because no decision has been made regarding a pay raise for federal employees come January 2019.

In his letter, Trump said federal pay would have automatically risen by 2.1 percent next year.

Rep. Gerry Connolly, D-Va., who represents many federal workers, blamed what he said was Trump's mismanagement of federal government.

Congress could effectively override Trump's decision by including a pay raise in a spending bill, as long as the president signed the measure into law.

Washington has 75,525 people working for the federal government as of mid-2017, according to Governing.


U.S. District Judge Ketanji Brown Jackson said Trump didn't have the power to force changes to union contracts because they would violate the collective bargaining rights federal employees have under the law. However, Trump in May proposed cutting total federal employee compensation by $143.5 billion.

"The President and his party, which controls both houses of Congress, have had every chance over the last 18 months to get serious about tackling our fiscal challenges", Warner said in a statement.

While the president cited the effect of civilian raises on the deficit, administration-backed tax cuts and spending hikes are set to add more than $1 trillion to the deficit over ten years, a fact not lost on critics of the pay freeze.

Trump's 2019 budget proposal, released earlier this year, included a pay freeze for civilian federal workers. Officials did not immediately say whether the pay freeze would also apply to White House staffers.

He said the 1.9 percent pay increase would "help prevent workers from falling further behind next year and help federal agencies recruit and retain the high-caliber workforce that the public expects and deserves".

As noted in my Budget for Fiscal Year 2019, the cost of employing the Federal workforce is significant.

Trump is not anxious about the effect of freezing federal pay on the government's ability to be successful in "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets". "Across-the-board pay increases and locality pay increases, in particular, have long-term fixed costs, yet fail to address existing pay disparities or target mission critical recruitment and retention goals".
