What the new NCAA rules mean for college basketball

The NCAA also states that "Division I schools will be required to pay for tuition, fees and books for basketball players who leave school and return later to the same school to earn their degree".

An additional rule that will be put in place for high school recruits and college players will allow them to now hire agents with special permission to help them make the right choice for their career paths.

In the past, if a college basketball player declared for the draft, they had until 10 days after the draft combine to return to school. The NBA will be immersed in scouting the high school ranks once those players have an earlier target date for entering the draft, and if the NCAA wants to allow a select number of high school players to sign with agents, the belief is that NBA front offices would be most informed to cull a list.

Agents would be allowed to cover minimal expenses such as meals and transportation tied to meetings or workouts with pro teams. High school prospects can be represented by an agent starting July 1, prior to their senior year, if they're classified as "elite" by USA Basketball.

Rice said the vast majority of schools play by the rules but a "win at all cost" approach by others who have been inadequately punished must be changed.


College players can be represented by an agent beginning after any basketball season if they request an evaluation from the NBA Undergraduate Advisory Committee.

The reforms also call for more transparency around amateur events and hold university presidents and chancellors accountable for noncompliance within the athletic department.

These are all good steps toward serving the athletes who make the NCAA tournament great each year. If the National Basketball Association and its players' union decide to lower the age limit of draft-eligible players to 18, it would clear the way for elite players to go from preps to pros. "Division I", NCAA President Mark Emmert said in a teleconference with reporters Wednesday afternoon.

The changes also allow the NCAA to accept outside information that has been "established by another administrative body or a commission authorized by a school".

"We've got a lot of work to do still as part of the process", Peterson said.
