Trump administration within hours of reimposing Iran sanctions

The Trump administration said it was ultimately seeking a new deal "that addresses the totality of the Iranian threat", even as Tehran and key USA allies have scoffed at the notion of renegotiating the 2015 nuclear accord.

Trump has rejected pleas from U.S. allies not to unilaterally drop out of the deal.

The second raft of sanctions, to begin on November 4, will target Iran's oil exports and its banking transactions.

The Iranian rial has been particularly hard hit on expectations of US restrictions on currency transactions. The currency's collapse and soaring inflation have sparked sporadic demonstrations in Iran against profiteering and corruption, with many protesters chanting anti-government slogans.

Despite recent harsh rhetoric, Trump on July 30 said he would be willing to meet with Iranian President Hassan Rohani with "no preconditions" to discuss ways of improving ties between the two countries.

Rouhani implied that if the United States signed up again to the nuclear deal and lifted sanctions, then that could pave the ground for negotiations.

Responding on Iranian state television, Mr Rouhani rejected the idea of last-minute talks.

"We are always in favor of diplomacy and talks". The president's comments came after Rouhani claimed that a war with Iran would be the "mother of all wars".

A senior administration official says the United States is "not particularly concerned" by EU efforts to protect European firms from the re-imposition of sanctions on Iran. On these, as on other topics, our work continues, including with third countries interested in supporting the JCPOA and maintaining economic relations with Iran.

In exchange, United Nations-approved sanctions were lifted in January 2016, and Iran was allowed to resume trading oil and gas on the worldwide market.

"And because of the fear of the USA sanctions, they would be very reluctant to invest in Iran or do business with Tehran after this".

The statute also blocks the effects of US court actions in Europe and allows European firms to recover damages arising from the sanctions from anyone who causes them.

"Reimposition of nuclear-related sanctions through today's actions further intensifies pressure on Tehran to change its conduct", Trump said.

"We're hopeful that we can find a way to move forward but it's going to require enormous change on the part of the Iranian regime", he said.

Iran's net official reserves are projected to decline this year to $97.8 billion, enough to finance about 13 months of imports, the International Monetary Fund estimated in March.

Iran's economy has rapidly deteriorated in recent months partially due to fears over the imposition of further USA sanctions, igniting street protests in many Iranian cities over economic hardships.

"Although the Europeans are trying to solve the Iran nuclear deal and continue to do business with Iran, ultimately banks and companies do not listen to the government, they make their own decisions", he said.

Trump warned that those who don't wind down their economic ties to Iranian "risk severe consequences" under the reimposed sanctions.

Pompeo said the United States wants "the Iranian people to have a strong voice of who their leadership will be", although he stopped short of calling for regime change in Tehran.
