Brown's agreement and cover letter were an attempt to appease Trump's request for assistance without actually allowing his National Guard to be used for the mission Trump wants those troops: to guard the border and repel unauthorized immigrants until his wall is constructed.

Brown's pledge of 400 troops allowed Trump to boast support from all four border-state governors and helped put the president above the lower end of his threshold of marshaling 2,000 to 4,000 troops that he wants to fight illegal immigration and drug trafficking.

USA media reported on Monday that the Trump administration had rejected Brown's terms for the deployment of his National Guard members.

"The Trump Administration is committed to improving our national security by strengthening controls at our southern border", the representative told CNBC. "We remain hopeful that California will accept our help to stop the flow of drugs and gang members across the border into their communities".

Brown had said last week that he would deploy the troops but not to serve in an immigration-enforcement role.


With President Donald Trump promising to send thousands of National Guardsmen to border communities in the coming days and weeks, Gov. Doug Ducey touted the arrival of the first troops in Nogales as a boon to public safety and border security.

"The federal government has not yet responded", Keegan said in an emailed statement.

The National Guard, an army reserve corps, already intervened on the border in 2010, by order of President Barack Obama, and in 2006-2008, under the management of George W. Bush. In his tweet, Trump labelled the law a "ridiculous, crime infested and breeding concept".

Ducey didn't directly answer a question Friday about why he hadn't deployed the guard himself instead of waiting for Trump if he was so alarmed about border security. Ferguson said "the next step is still for the federal government to sign the agreement so Guard personnel can get to work".

US officials have provided few logistical details for carrying out Trump's orders.
