The U.S. Ambassador to the U.N. Nikki Haley said the Security Council has failed to act on Syria because "Russia has stood in its (the Council's) way every single time".

President Donald Trump warned of a heavy price to pay and said nothing was off the table with regard to a potential military response.

Vassily Nebenzia, Permanent Representative of the Russian Federation to the United Nations, addresses the emergency Security Council meeting on the situation in the Middle East, following reports of a chemical weapons attack in Syria.

"Either way, the United States will respond".

In an impassioned speech at the U.N., Haley declared, "Only a monster does this".

But action remained elusive in a deeply acrimonious Security Council, long divided over how to investigate these alleged attacks and hold those responsible to account.

The threat of what could be imminent USA military action prompted Russian Ambassador to the UN Vasily Nebenzya to warn on April 9 that Moscow will not allow its forces on the ground in Syria to be put at risk.

"If it's Russian Federation, if it's Syria, if it's Iran, if it's all them together, we'll figure it out and we'll know the answers quite soon", Trump said.

Trump noted that both the Russians and Syrians deny that there was such an attack.

But there are reports of them having being used during the Syrian war.

Despite the fact that the USA has remained silent against the use of chemical weapons and other massacres committed by conventional weapons, this time they responded harshly, bringing a military operation forward. Defense Secretary Jim Mattis, speaking to reporters earlier in the day at the Pentagon, placed some of the blame on Russian Federation, which he suggested had not done enough to uphold a 2013 agreement between the USA and Russian Federation that called for the elimination of Syria's chemical weapons program.
