Velasquez was arrested after her two children were found dead late Monday in auto seats inside a vehicle parked by the home of relatives in Superior, a hardscrabble mining town of about 2,900 people about 60 miles east of Phoenix.

A 2-year-old boy and a 10-month-old girl were found dead in a auto at a home in the town.

Foul play is suspected and their mother, Brittany Velasquez, was arrested on suspicion of two counts of murder, Forghani said.

The sheriff's office said that both children were strapped into the auto and added that evidence on the scene "indicated foul play".

No other details were immediately available.

DCS confirmed that it had two prior reports of neglect involving Velasquez and her children: In January and in October 2016.

Authorities have not disclosed a motive or said how the children died.

Autopsies will be conducted to determine the children's cause of death.

The children's names were not made public. "There were no legal grounds to remove the children from the parent's custody".

A family member called 911 at 10 p.m. January 1 alleging that Velasquez had stolen a fur coat from her worth $3,500, Superior Police Department records show.

"I don't think anyone would imagine this happening to their family", Amber Velasquez said.

Some relatives of the children were inside the home when authorities went to crime scene at around 11:15 p.m. MST Monday night, sheriff's spokeswoman Navideh Forghani said.

The document blacks out the name of the relative in the small mining town of Superior, where the children's bodies were found Monday night inside their vehicle seats in a auto. The children were still strapped into their auto seats.

Broken wooden furniture, cardboard boxes and a rusted barbeque grill littered the dried up grass in the front yard.

Residents of the community, established in the 1800s to support a copper mine, include retirees and former mine workers.
