Is North Korea's nuke offer too good to be true?

Kim agreed to hold a summit meeting with South Korean President Moon Jae-in in late April, expressed a willingness to hold denuclearization talks with the US and offered to suspend nuclear and missile tests while talks are under way.

"Chairman Kim said that even denuclearization could be among the agenda items for talks between North Korea and the United States", a Blue House spokesman said, as reported by the South Korean news agency Yonhap.

Chung was accompanied Thursday by Suh Hoon, the chief of South Korea's spy agency, the National Intelligence Service, who was also part of the delegation to Pyongyang.

State Department spokesperson Heather Nauert said the in close contact with its South Korean ally and looks forward to learning more about the North Korean offer when South Korean officials come to Washington later this week to brief US officials on their historic visit to Pyongyang.

"From looking at the news or Twitter, I believe President Trump is positive about the results of the North Korea visit [by South Korean officials]", Moon told political party leaders.

"Peace and security on the Korean Peninsula, Northeast Asia and the rest of the world have been reliably guaranteed by the DPRK's bolstering of nuclear deterrent", it continues, giving the Kim regime credit for having "scuttled all the nuclear attack operation scenarios of the U.S." and "drastically weakened its unchallenged position in the world".

It is not the first time North Korea has volunteered to hold talks on its nuclear program.

This line of dialogue, of course, marks a significant departure from years of nuclear rhetoric from Kim's regime.

"The main concern is that South Korea may have jumped too easily to a proposal by North Korea for a bilateral meeting", said a former senior Japanese diplomat who declined to be identified because of the sensitivity of the topic.

Moon also called a 2005 deal of six-nation nuclear talks, under which Pyogyang agreed to give up its nuclear programme in return for economic and energy aid and an end to its diplomatic isolation, a 'failed model, the first politician said. The two Koreas have already begun working on preparations for the summit meeting in April.

"The ROK government has made continuous efforts for the release and repatriation of the detained ROK nationals", an MOU spokesperson said in an email sent to NK News on Wednesday.

Perhaps North Korea's biggest challenge, experts say, is to show it can produce a re-entry vehicle robust enough to prevent a nuclear warhead burning up when it hurtles back into the Earth's atmosphere.

On Tuesday, Chung announced the North Koreans were prepared to discuss denuclearization with the United States as long as their security was assured, prompting tentative optimism in Washington.

"The Trump administration has a strategy of reducing the North Korean threat", Eberstadt said.

"I would say Kim Jong-un has been underestimated", Mr Richardson said.

US Secretary of Defense Mattis has said he was "cautiously optimistic" about the offer of talks from North Korea.
