Premier-Designate Moe backs Notley in BC pipeline dispute

"Goodbye. ... Yes, we are asking the police to remove you".

Notley has called B.C.'s move to restrict increases in bitumen shipments unconstitutional, and has called on Prime Minister Justin Trudeau to act decisively to end the dispute. But the anti-pipeline sentiment dominated much of the question-and-answer session.

Horgan said his government has been clear about its belief that the Trans Mountain pipeline is not in the best interest of the province and continues to fight the project in Federal Court.

According to the Constitution, Ottawa has jurisdiction over federal infrastructure projects like pipelines, but B.C. has a strong legal standing over environmental threats within its borders, Adams said.

Mr. Trudeau was pressed by members of the audience about Canada's ability to clean up an oil spill.

The wide-ranging implications of B.C.'s move, Notley added, means that federal intervention is a must. "We didn't know this was a formal thing that could really happen, and here we are being told it's not a thing".

"We won't get the oceans protections plan investments, we won't get a national price on carbon and we would never meet our Paris targets".

Others also spoke over Trudeau when he tried to talk about the pipeline and he appealed for a chance to answer, at one point showing his frustration, exclaiming "C'mon!"

"We're addressing issues as they come forward, that's again what I believe the public expects of us", said Horgan.

Mr. Horgan said he was not being "provocative" or threatening anything in his Trans Mountain policy, but rather following through on a platform opposing the pipeline expansion that the NDP advanced in the provincial election campaign last spring.

"I don't believe it's about taking on anybody".

Clearly, B.C. should not be forced to risk our coast's ecological health and the economic foundations of our employment-intensive coastal industries, such as fishing, shellfish production, real estate and tourism in its many forms, for a sunset industry in Alberta that is losing jobs to automation anyway.

"I don't doubt for a minute Premier Notley's conviction and passion for Alberta, nor do I dismiss the responsibilities of the Prime Minister, but I am not going to put aside my responsibilities to stand up to defend British Columbia", he said.
