An worldwide tribunal's decision to overturn lifetime suspensions and reinstate results for 28 Russian athletes accused of doping is a low point for fair play in sport, says a Canadian athlete who stands to lose an Olympic bronze medal because of the decision.

The speaker of the Russian Federation Council upper house of parliament has lashed out at the International Olympic Committee's statement expressing regrets that the Court of Arbitration for Sport (CAS) upheld on Thursday the appeals of 28 Russian athletes banned for life from participating in the Olympic Games over doping accusations.

Irish Olympic Council president Sarah Keane said the court's decision was "very disappointing".

"It is a desperate and dark day for sport, with cheats and thieves allowed to triumph", said Pengilly.

"There wasn't any system or any sort of manipulation at the Sochi Olympic Games", Vitaly Mutko told the meeting chaired by prime minister Dmitry Medvedev.

Both Russians had their suspensions reversed and results reinstated by CAS on Thursday.

The IOC says it has taken note of the CAS decision "with satisfaction on the one hand and disappointment on the other", adding the decision "may have a serious impact on the future fight against doping".

Pyeongchang will likely be Edney's final Olympic appearance.

"I have believed in and worked hard to exemplify the Olympic movement with integrity, honor and respect to my competitors, " Uhlaender said.

Nobody from the Canadian team or Luge Canada was available for comment Thursday.

The IOC will not have to decide on the individual cases of the 28 athletes on whether they can compete in Pyeongchang or not.

The body's secretary general, Matthieu Reeb, said there was only "circumstantial evidence" that supported individual claims of doping.

The IOC says it could challenge the CAS rulings at Switzerland's supreme court.

However, the International Olympic Committee said it followed a guideline to determine which athletes will be allowed to compete.

"The CAS required an even higher threshold on the necessary level of evidence than the Oswald Commission and former CAS decisions", the International Olympic Committee said Thursday.

"In 28 cases, the evidence collected was found to be insufficient to establish that an anti-doping rule violation (ADRV) was committed by the athletes concerned".

Competing as a "neutral" means the athletes will be called "Olympic Athletes from Russia" and wear gray and red uniforms that represent them as such.

"I feel for the Canadian luge team who have lost a medal because of this decision", Wickenheiser said in a statement emailed to The Canadian Press.

Russia's sports minister Pavel Kolobkov said "justice has finally triumphed", insisting those who were accused of doping were "clean athletes".
