Not only did his father also serve in Congress but he has ancestors who were senators, including Theodore Frelinghuysen, who was the Whig Party's nominee for vice president in 1844 alongside Henry Clay. That lead has, however, diminished in the weeks following the passage of the tax bill, according to a new poll from CNN.

Most chairmanships, including the House Appropriations Committee, are essentially decided after the November elections among several dozen Republicans who serve on the House Steering Committee. Rodney Frelinghuysen, 71, practically grew up in Washington because his father, Peter Hood Ballantine Frelinghuysen Jr., served 11 terms in the House, from 1953 to 1975.

First elected to Congress in 1994, Frelinghuysen became chairman of the House Appropriations Committee previous year, a powerful perch that gives him significant sway over where the federal government spends its money. He voted to release a GOP budget resolution due to a need to get important appropriations moving.

"Today, as I announce my retirement at the end of this session of Congress, I want to use the opportunity to strongly encourage the many young people I meet to consider public service", he said. So will Rep. Jeb Hensarling, R-Texas, who chairs the House Financial Services Committee.

Two female members of Congress chaired a select committee on the House Beauty Shop from 1967 to 1979.


Frelinghuysen's district includes much of Morris County, but also portions of Sussex, Essex and Passaic counties.

"Public service is an incredible way to turn your convictions into something that serves the greater good and to do it alongside people from every walk of life and background", Frelinghuysen said. "This will require - and I will happily devote - all my energies to this task", Frelinghuysen added.

So far, five Democrats are in the running to replace Frelinghuysen, including former federal prosecutor Mikie Sherrill, who has been endorsed by the Giffords PAC and End Citizens United PAC.

Republicans are optimistic about holding on to the 11th District, which has long backed Republicans.

But Democrats pointed to the congressman's exit as growing evidence that Republicans are anxious about running in competitive races, and adding to the possibilities of the 24 seats they need to flip the House.

National Republican Congressional Committee Chairman Steve Stivers (Ohio) spoke optimistically about keeping the seat. "This is exactly what democracy looks like", NJ 11th for Change said in a statement.
