"The congress has also done it before", he said.

The Congress today termed as "unfortunate" the remarks by Finance Minister Arun Jaitley against party president Sonia Gandhi, who had accused the Modi government of sabotaging the winter session of Parliament on flimsy grounds.

Justifying the delay in Winter Session, Prasad said: "It has been the established tradition of Indian politics to accomodate the dates between election campaign and session".

Kumar said that the opposition party is suffering from "selective amnesia" as during the Congress-led UPA rule, the winter session was held in December in 2008 and 2013.

Union Minister Ananth Kumar on Tuesday said that the government is committed to hold the Winter Session of Parliament and dates for the same will be decided soon.

While the Constitution does not specify as to how many times Parliament must meet in a year, the gap between two sessions can not be longer than six months.


Claiming that the winter session had twice started after Christmas in the past, Prasad said Congress had accepted defeat in Gujarat and Himachal Pradesh and was looking for an excuse.

"Former Prime Ministers Rajiv Gandhi and Manmohan Singh can use defence planes for five years and 10 years respectively but they have problems that why Narendra Modi is using defence planes and helicopters for election purposes".

"While Congress boycotted Parliament when government agreed for a debate on demonetisation, Rahul Gandhi had sough proof of surgical strikes", he said. "The accusations of Congress leaders are a chorus of baseless allegations", he added.

"Congress' love for parliament is a pleasant surprise".

"We want to take a very clear distinction that the election in a state has never come in the way of the summoning or convening of the Parliament sessions in the past", he said.
