Retired Navy vet charged with kidnapping woman found dead

Search for killer continues

Her body was found on September 29 behind the East Stonewall AME Zion Church in Charlotte.

Eric Brown, 45, is charged with kidnapping in connection with Billie's death.

Brown, who spent 21 years in the Navy, worked as a day laborer and helped with construction of the Blimpie's this past summer.

The FBI, which investigated Billie's death, did not release how she died, where she encountered her killer or offer any motive in updates in the weeks after the probe began. She was last seen driving her auto on a navy base in Norfolk, where she worked at a Blimpie sandwich shop on the base.


Brown may have also dumped her partially clothed body in Charlotte, N.C. Billie was found on her back in tall grass located next to a church Brown went to as a kid and 300 yards away from his childhood home, according to court documents filed in the U.S. District Court of Eastern Virginia. Her auto was seen leaving the base a short time later but it was unclear if Billie was inside.

Brown faces a penalty of life in prison if convicted on the kidnapping charges. One coworker said that Brown made references to Billie's body and made a sexually explicit comment to her, according to court documents.

Her cell phone was found in a dumpster in Norfolk, while her vehicle was found in the Ocean View area. Investigators say they believe he was homeless and lived on and off naval bases, but frequently visited the restaurant and nearby businesses. When discussing the abduction and murder of Billie, Brown said he could not remember if he did anything to Billie, prosecutors said. Several agencies were involved with the investigation of this case including the FBI, Charlotte-Mecklenberg Police Department and the Virginia Beach Police Department.
