In this case, the patient wasn't suspected of wrongdoing William Gray, 43, a commercial truck driver and an off-duty reserve Idaho police officer, was driving a semitrailer when he was hit by a man fleeing police in a pickup truck.

In a disciplinary letter, Salt Lake City Police Chief Mike Brown said he was "deeply troubled" by Payne's conduct, which he described as "inappropriate, unreasonable, unwarranted, discourteous, disrespectful" and said brought "significant disrepute" on the department.

The detective, with direction from his supervisor that day, Tracy, ultimately arrested the screaming nurse after physically pushing her out of the emergency room and holding her against a wall while handcuffing her. Police body camera video of the incident caused outcries of protest from across the country and prompted Salt Lake City Mayor Jackie Biskupski and Brown to personally apologize to Wubbels for the way she was treated while doing her job.

A police body camera recorded the July 26 arrest of Alex Wubbels, a nurse at the University of Utah's hospital burn unit.

Payne and Tracy were placed on leave pending the investigation, and Payne was sacked from his part-time job as an ambulance driver.

Brown called Tracy the "catalyst that led to the arrest" in his letter Tuesday demoting the officer.

Wubbels' attorney, Karra Porter, said Tuesday that she felt "relief" that Payne was sacked. The move "created chaos" and violated department policy, Brown wrote.

He similarly told Tracy that his judgment was "unacceptable" and unworthy of a leadership role in the department.


The statements made by Payne and Tracy during their Internal Affairs investigations were redacted from Brown's letters. In his written report, Mr. Tracy said he believed Mr. Payne had implied consent to obtain the blood sample, according to The Salt Lake Tribune.

Wubbels has faulted officers from the university for refusing to intervene in her arrest after she asked for their help.

".@KarraPorter says she thinks Jeff Payne is sorry he got caught, not as sorry for his actions".

"In order to be thorough, and given the seriousness of the case and the considerable public interest in the matter, all issues must be completely examined to preserve the public's trust in the criminal justice system and ensure the right measures are taken in this case", Gill wrote.

According to the Associated Press, Nurse Wubbels does plan to meet with the city to discuss next steps which could include a settlement.

Wubbels said last month that she and her attorney would only take legal action should the city not appropriately respond to the incident.

Ms Wubbels told reporters at a news conference in September: "The only job I have as a nurse is to keep my patients safe".

"Without the body camera footage, it would have been a she-said, they-said", Porter said.
