High-Ranking N. Korean Diplomat Arrives in Russian Federation for Talks

US Conduct Joint Short-range Air Defense Drill

Washington has said its joint military drills are essential to guard against North Korea and that Pyongyang must show it is serious about giving up its nuclear weapons before any return to talks.

Recent days have seen exchanges of heated rhetoric and threats between U.S. President Donald Trump's administration and North Korea over the latter's bid to develop nuclear-tipped missiles capable of hitting the United States.

North Korean foreign minister Ri Yong Ho in a statement on Monday said that his country reserved the right to shoot down USA bombers, even if they flew outside of the country's territory.

The North sent a delegation to Russia's Eastern Economic Forum, held from September 6 to 7 in Vladivostok, and diplomats at the Russian Embassy in Pyongyang held a ceremony to celebrate the 15th anniversary of former North Korean leader Kim Jong-il's visit to Russia. "War on the Korean peninsula will have no victor".

Shin Beom-chul, a professor at the Korea National Diplomatic Academy in Seoul, said North Korea may be trying to "diversify its sanctions risk" by moving away from dependence on China to greater cooperation with Russian Federation.

North Korea's growing interactions with Russian Federation include a visit from Burmistrov to the North from July 22 to 25, which according to KCNA, was meant to discuss Korean Peninsula issues.

"We also hope that politicians of both sides including the USA and the DPRK can realize that blind quarrel and provoking each other will only increase the risk of conflict and reduce room for policy maneuvers", Chinese foreign ministry spokesman Lu Kang told a regular press briefing in Beijing.

"War on the peninsula will have no victor".

The White House has labelled the claim, "absurd" and insisted it remains focused on a diplomatic solution.

"We exclude a military option..."

"There's not a military blockade that can solve the problem".
