Time for action on North Korea

But the North isn't there yet, and many analysts say it needs more tests to ideal such an arsenal. In North Korea's capital, thousands of people rallied Thursday in Kim Il Sung square to celebrate the launch.

On Wednesday, U.S. Ambassador to the United Nations Nikki Haley said she would propose new sanctions to the 15-member council in coming days, though Russian Federation has said further sanctions would not resolve the issue. Chinese Vice Finance Minister Zhu Guangyao said that while China would implement relevant United Nations resolutions, "the U.S. should not use their domestic laws as excuses to levy sanctions against Chinese financial institutions".
