Russia says Trump is using 'Cold War rhetoric' on Cuba

Mr. Trump reversed Obama's relaxed stance towards Cuba calling it a "terrible and misguided deal" and called the Cuba government a "brutal, brutal regime".

But it also reiterated "its willingness to continue the respectful dialogue and cooperation".

The Treasury and Commerce departments will now have 30 days to start drafting new rules that fulfill Trump's directive, but "then the process takes as long as it takes", said one senior official.

"Our new policy begins with strictly enforcing United States law", he told a cheering crowd in Miami's Little Havana, the spiritual home of the Cuban- American community.

"We know they have a different view of the world", a Cuban official told CNN.

Trump said he is keeping the embassy open "in the hope that our countries can forge a much stronger and better path".

The Cuban statement criticised the "hostile rhetoric that recalls the time of open confrontation", and "return to the coercive methods of the past".

The lengthy statement then went on to strike a conciliatory tone, saying Cuba wants to continue negotiations with the U.S. on a variety of subjects.

Meanwhile, it says travel and tourism contributed $9bn to the Cuban economy past year, accounting for just shy of 10% of the country's GDP.

United States companies active in Cuba have complained about the threat to business - such as the Starwood hotel chain which past year opened a Sheraton in Havana.

At the same time, he said that the USA embassy in Havana would remain open.

The Cuban government maintained that the new policies would not work, comparing it to the economic embargo that never ushered the Castro regime out of power as the USA had hoped. Cuban-Americans will continue to be able to travel to the island and send remittances to their families still in Cuba.

Trump is eliminating the so-called people-to-people trips, a sub-category of education that enables Americans to design their own trips and go to Cuba on their own. Travelers relying on the educational activities license will need to travel with a tour group that will ensure that they maintain a full-time schedule of educational exchange activities.


At the venue where Trump announced his policy changes, the president received a warm welcome from audience members.

Although the policy changes announced were limited, Trump tightened rules for Americans traveling to Cuba, banned ties with a military-run tourism firm and reaffirmed the existing USA trade embargo.

By canceling Obama's Cuba deal, the Post reported, Trump could "neutralize a chief rival's ability to gain an early advantage".

Yet it also exposed the shortcomings in Obama's approach.

"We have deep concerns by the respect and the guaranties of the human rights in that country, where there is a large number of cases of murder, brutality and police abuse, particularly against the African Americans; the right to live is violated as a result of deaths by firearms", the statement read.

Jonny Lopez De la Cruz, a 77-year-old Bay of Pigs veteran, said he was overcome with "great emotion", adding that the Cuban people deserve freedom after 58 years of suffering.

"This is a limitation on what we did, not a reversal of what we did", Rhodes said in an interview. But scheduling the trip indicates the Cuba policy, which has been undergoing drafts for several weeks, will be imminently finalized. And to understand these changes, we're joined by NPR's Carrie Kahn, who joins us from Havana. We received nothing from the Cuban government.

Although Trump said he was "completely" canceling Obama's Cuba policy, the change is posture is only a partial shift from Obama's policy.

As a result, the changes - though far-reaching - appear to be less sweeping than many U.S.pro-engagement advocates had feared. For more than a decade, a diverse coalition that includes worldwide educators has advocated for opening relations with Cuba. Trump, on the other hand, described his move as an effort to bring about a "free Cuba" after more than half a century of communism.

"He didn't disappoint me", Inguanzo said after Trump's speech.

The statement reiterates Cuba's commitment to "the necessary changes that we're making now as part of the updating of our socio-economic model", but says "they will continue being decided in a sovereign way by the Cuban people".

The Cuban government has rejected the newly-announced United States policy towards the country and said that any attempt to change the political system on the island would be "destined to fail".

That method has been one of the more popular ways that US travelers have been seeing the island since Obama announced his changes.

And in symbolism that will not be lost in Havana, his crowd included veterans of the ill-fated Brigade 2506, which in 1961 launched the failed US -backed Bay of Pigs invasion.
