Trump Intends to Nominate Jessica Rosenworcel for Return to FCC

That could stoke speculation that Trump actually sees Rosenworcel as a replacement for sitting Democratic Commissioner Mignon Clyburn, whose term expires at the end of June.

"NAB is delighted to hear that President Trump will renominate Jessica Rosenworcel to the FCC", said NAB President/CEO Gordon Smith. If the pick is confirmed by the Senate, Rosenworcel will return to the agency where she served for four years, only to depart at the end of last year after her first term expired. One name being floated for the third Republican seat is Brendan Carr, now the acting FCC General Counsel and formerly a staffer in the office of current chairman Ajit Pai. Rosenworcel and Clyburn are Democrats, and FCC Chairman Ajit Pai and Commissioner Michael O'Rielly are Republicans. "Commissioner Rosenworcel is supremely qualified for another FCC term, having demonstrated her public service credentials and full command of telecommunications issues during her Commission tenure".

The former FCC commissioner remains a steadfast supporter of net neutrality, Rosenworcel voted for the FCC's Open Internet Order in 2015 which established the controversial public monopoly regulations of the internet. The White House has not yet said whether Trump will nominate Clyburn for another term. A name that has been mentioned as a candidate is Brendan Carr, who is now the FCC's general counsel.

Pai welcomed Rosenworcel back to the FCC Wednesday.

Pai congratulated Rosenworcel, saying, "I look forward to working with her once again to advance the public interest".

Senate Minority Leader Chuck Schumer, D-NY, had recommended Rosenworcel for the Democrat spot, Deadline reported. Most significantly, she took the cable industry's side in the effort to end the Great Cable Box Rip-Off by noting she had "concerns" over the proposed plan. "We share Jessica's passion for promoting policies that close the digital divide and ensure that all Americans, especially students, have access to the many benefits that the internet offers".

Previously, she was the Senior Communications Counsel for the United States Senate Committee on Commerce, Science, and Transportation, working for Senator Jay Rockefeller IV from 2009 to 2011, and Senator Daniel K. Inouye from 2007 to 2008.

"This appointment rights a wrong because she deserved confirmation a year ago and should have been sitting on the commission all along", said Andrew Jay Schwartzman, a Georgetown University law professor, according to the LA Times.
