Brownback says tax hike bad long-term for Kansas

A school finance bill that the Legislature approved Monday includes an expansion of a program that funds private school tuition through tax credits

The Kansas Legislature rolled back Gov. Sam Brownback's 2012 tax cuts and is giving the schools $293 million more and they're already whining that's not enough.

The reality is more prosaic-and politically cynical. "I don't", said Senate Majority Leader Jim Denning, a conservative Kansas City-area Republican who supported the first round of tax cuts in 2012 but voted to override the veto. It eliminates some of the benefits the rich enjoyed under Brownback's policies and raises their rates, while also raising taxes on the poor.

The New York Times reported that lawmakers, fed up with gaping budget shortfalls, inadequate school funding and insufficient revenue, was akin to Brownback's deeply conservative state turning on him and his philosophy that cutting taxes and cutting the size of government were the keys to making the state thrive. Trump's budget now calls for major increases in spending on defense and homeland security, but $4.3 trillion of cuts in domestic discretionary and mandatory spending over 10 years to tame the deficit. State Sen. Randall Hardy, a Republican from Salina, said, "I think we're going to stop the hemorrhaging".

These figures refer to the share of income paid in taxes by different households, not the amount in dollars. Businesses in many parts of the state saw even fewer sales than they did before. There are likely more tax and budget tweaks that will be needed in the coming years.

Far more people would engage in this trick to take advantage of Trump's proposed 15 percent income tax rate for pass-through businesses because it would knock 20 percentage points off the federal income tax for well-off individuals who would otherwise be subject to the top tax rate of 35 percent under Trump's proposal.

You may recall that Brownback and former Louisiana Gov.

The parliamentary newcomers, who account for about one-third of the Kansas legislature, helped to scupper Mr Brownback's tax agenda.

Brownback reduced the number of brackets for the tax rate on marginal income from three to two - giving wealthy taxpayers a big break by allowing them to pay the same rate as people in the middle class.

That change opened the gate to major tax avoidance, Gale said, as many Kansans found ways to re-label personal income as business income to escape taxes.

The richest household in every 100 will pay about 1.7 percentage points more as a result of this week's vote - an average of $31,000 more a year.

The marginal rate on their incomes will be increased.

"The BAT is an overly complex solution to a simple problem; the US corporate income tax rate is simply too high", it said.

"I think it's wrong for the long-term view of the state of Kansas". Others will benefit when deductions and credits for child-care, mortgage payments and other expenses are restored.
