Senate Republicans claim progress on health care legislation

Senate Republicans can lose only two votes and still repeal and replace the law via a fast-track process that sidesteps Democratic filibusters.

But the Senate is at least a few weeks away from bringing a measure to the floor: Unlike in the House, their bill must have a score from the Congressional Budget Office before any vote, which would likely take the nonpartisan analysts at least a few weeks to prepare. Sen.

"The policy options have been narrowed".

Trump said Tuesday that the tax cut would be "the biggest in our country's history if we pass it the way we'd like it passed". John Thune (R-S.D.) after a meeting of the party's 13-member healthcare working group.

None of the options is a silver bullet, and each effort to appeal to one group of Republicans risks triggering new opposition from another. Rank-and-file senators are keeping expectations low, and Senate Majority Whip John Cornyn (R-Texas) said ultimately there will be a vote and the GOP will "let the chips fall where they may". Jeff Flake of Arizona on Tuesday morning of leaders' aggressive timeline. Even after Republicans coalesce on the underlying policy - and they're not close to doing that - the legislation will need to undergo a thorough analysis by the Congressional Budget Office (CBO). "I think there's a way we can get there, none of this is going to be easy", he said on Monday.

When Graham criticized Paul's stance on surveillance, where he frequently aligns with Democrats, the Kentucky Republican told Reason magazine that some of Graham's comments don't "rise beyond middle school kind of rhetoric".

Paul said that he has spoken to President Donald Trump about buying groups, which he says would allow people to buy low-cost insurance that would cover the 20 million people that did not qualify for Obamacare. After observing a slideshow prepared by leadership, Sen.

"It's very cognizant of preexisting conditions". Republicans are divided both on when to wind down the enhanced funding under Obamacare's expansion and how much to control spending in the overall program. "They have to be able to show the electorate a body, to say that they tried and failed". Jerry Moran (R-Kan.).

Speaking at the White House Tuesday to Republican House and Senate leaders, Trump is lauding the "very, very long and hard negotiation" to get his health care bill through the House.

Trump, who earlier this year lashed out at House Republicans for initially balking at a repeal effort, put light pressure on the Senate during the meeting.

Meanwhile Senate Majority Leader Mitch McConnell (R-KY) seemed positive about the ongoing health care talks when he talked to reporters following a conference lunch with Vice President Mike Pence.

Sen. Bill Cassidy, R-La., a key moderate in the GOP's health debate, said that he was more optimistic about the Senate plan than he had been. Nor did the approach to the Affordable Care Act's Medicaid expansion. But given the willingness of House Republicans last month to support a bill that many of them didn't like, no one should be certain that Republicans won't compromise on their principles again.

In a briefing for reporters Monday, White House legislative director Marc Short said of the health care legislation: "What we're looking to do is get the job done".

The former House Speaker added "Republicans never, ever, one time agreed on what a health care proposal should look like... they will never ever agree on what the bill should be".

The crux of the legislative stalemate is the inability of Republicans to deliver on their health care promise.

In an increasingly rare non-inflammatory tweet on Tuesday morning, President Trump noted that he had scheduled a "big meeting" later in the day with the top Republicans in Congress, and suggested that they would be discussing legislative priorities, including tax reform and healthcare. Over on the Senate side, the upper chamber is still dealing with Executive Branch appointments that the Trump Administration has only slowly been churning out, including a number of top Ambassadorial appointments that remain as unfilled as they were when I wrote about the issue in May. Finally, hanging above all of this is the Russian Federation investigation, which is clearly only just beginning in both the House and Senate Intelligence Committees.

U.S. Secretary of Health and Human Services Tom Price's speech came as Trump declared from Washington that he's sure the Senate will get a health care bill "across the finish line" this summer.
