Trump's $4T budget arrives on Capitol Hill

Under Trump's proposal, the Title II Food Aid program, which makes up the bulk of USA worldwide food assistance, would be eliminated entirely, representing a $1.7 billion cut.

The proposal reflects a conservative vision of smaller government, a drastic rollback of programs for the poor and disabled and robust hikes for the military and border security. It foresees scuttling Barack Obama's health care law and an overhaul of the tax code, a boon to the wealthiest Americans. House Majority Leader Kevin McCarthy, a fellow Republican, said lawmakers would have to reform both programs to save them. He calls it "immoral".

The tax on imports was a core facet of the Republican tax plan pushed by Ryan, created to offset revenue lost through tax cuts.

"For years and years, we simply looked at a budget in terms of the folks who were on the back end of the program - the recipients of the taxpayer money - and we haven't spent almost enough time focusing our attention on the people who pay the taxes", the budget director said.

Mulvaney said the budget really should have been called the Taxpayer First Budget, because they looked at the budget through the eyes of the taxpayer.

Mulvaney, the Office of Management and Budget director, said they "are not the problem" during a briefing on Trump's proposal.

Trump would keep campaign pledges to leave core Medicare and Social Security benefits for the elderly alone and his cuts to domestic spending would be redirected to the Pentagon. "I'm also grateful we have a president that takes America's commitment to national defense seriously", Cramer said in a release. "If you're on disability insurance and you're not supposed to be, you're not truly disabled, we need you to go back to work".

President Trump's budget landed on Capitol Hill the way White House fiscal proposals traditionally do - with a thud.

"In the USA, all eyes are on Trump's budget proposal".

In all, Trump's budget cuts $780 million in USA payments to global organizations, and eliminates $1.6 billion in funding for climate change programs.

Referring to Trump's cuts to the federal food stamp program, Rep. Harold Rogers, a Republicans from Kentucky said, "These cuts that are being proposed are draconian".

House Speaker Paul Ryan of Wisconsin dismissed such criticism as typical rhetoric and praised the budget because it balances over 10 years. This budget amounts to a second punch in the gut from this administration when it comes to helping our communities prepare for and respond to natural disasters, and I urge Congress to take a more reasonable approach.

HORSLEY: Well, the budget that came out a couple of months ago was referred to at the White House as the skinny budget, and it only dealt with a skinny piece of the overall government spending pie, namely the so-called discretionary spending that Congress has to authorize each year.

Senator Bernie Sanders, who ran a populist campaign during the Democratic presidential primary, said the budget belied Trump's campaign promises to stand up for working people.

"This Budget's defining ambition is to unleash the dreams of the American people".

The president would cut the Supplemental Nutritional Assistance Program, or SNAP, by $193 billion over a decade, a reduction of about 30 per cent from current levels.

Mulvaney says he's received lots of questions about "compassion". But he drew rebukes, even from some Republican allies, for the plan's jarring, politically unrealistic cuts to the social safety net for the poor and a broad swath of other domestic programs.

President Trump's top budget official says that the administration will not continue former President Obama's "crazy" spending on climate change science.

Maya MacGuineas, the President of the Committee for a Responsible Federal Budget (CRFB), credits the administration for setting an ambitious fiscal goal but believes the "reverse Robin-Hood budget that the administration has put forth skirts deeper issues stemming from Social Security and Medicare", she told CBS News.

President Donald Trump's budget director Mick Mulvaney formally released the administration's first budget on Tuesday, calling it "A New Foundation for American Greatness" and slashing many federal agencies and programs known and used by everyday Americans in a bid to balance government spending within a decade. In agriculture, the proposed budget would limit subsidies to farmers, including for purchasing crop insurance, a move already attacked by farm state lawmakers.
