DHS hopeful Clarke denies plagiarism in master's thesis

The sheriff used almost identical language from sources without properly attributing passages 47 times in his thesis on security, CNN's investigative KFile reported Saturday.

Clarke reportedly used language from sources including the American Civil Liberties Union, the Pew Research Center, the 9/11 Commission, the Government Accounting Office, as well as sections from a textbook, a Washington Post article and George W. Bush's book "Decision Points".

An investigative report from CNN concluded that Clarke plagiarized at least 47 parts of his thesis from the Naval Postgraduate School in 2013. It removed his thesis from its online archive over the weekend, Lt. Cmdr.

In an interview with the Journal Sentinel, Clarke said, "Only someone with a political agenda would say this was plagiarism".

Clarke has denied the plagiarism, calling the CNN report "a smear" to the Associated Press.

Milwaukee County Sheriff David Clarke claimed earlier this week that he had been appointed as an assistant secretary in the Department of Homeland Security. Clint Phillips that said, "Like all academic institutions, the Naval Postgraduate School takes the integrity of our students' work very seriously, perhaps even more than our peers given the unique nature of our mission and student body".

He added: "Guy is a sleaze bag".

Raw Story reported that among the sources that Sheriff Clarke allegedly plagiarized from was a 2011 ACLU report on the need to overhaul secrecy laws, and an ACLU report from 2007 on 'fusion centers.

Sheriff Clarke, an extremely vocal supporter of Donald Trump, called for "rage then revolt" following the U.S. Supreme Court's ruling on marriage equality. The appointment would not require Senate confirmation. He has criticized the Black Lives Matter movement, which grew out of protests over a number of police killings of unarmed black men, as "subhuman creeps". Clarke has also faced criticism for his management of a Milwaukee County Jail, where local prosecutors say an inmate died of dehydration after going a week without water.

Milwaukee County Supervisor Peggy West, a critic of Sheriff Clarke, says she shook her head when she heard he would be moving to a federal agency.

Clark said on Wednesday that he had accepted a job as assistant secretary at the Department of Homeland Security.
