Trump is right: American jobs should be prioritized

However, Turnbull said that more restrictions will be imposed to ensure that workers are brought from outside only to fill the skill gap in order to create more job opportunities for the Australian citizens. But critics of the program said it's a trick by companies to hire cheap, foreign workers instead of hiring Americans to do the job.

The number of applications coming in has gone down this year, Repko says, but is still higher than the 85,000 cap on how many visas are issued.

"We believe jobs must be offered to American workers first. This will stop", Trump told an enthusiastic audience in Wisconsin before signing the executive order. The Trump administration plans to explore ways to weight H-1B visa approvals toward higher-skilled, higher-paid workers and away from the current lottery system.

The president's latest executive order is another effort by the Trump administration to curb immigration to the U.S. While today's order doesn't change policy, it continues to lift up the misguided narrative that immigration hurts U.S. workers.

Tech companies contend the programme is used to recruit top talent, but some of the H-1B visas are also used for outsourcing firms.

The tech industry has argued that the H-1B programme is needed because it encourages students to stay in the USA after getting degrees in high-tech specialties, and that they can not always find enough American workers with the skills they need.

The "Buy American" portion of the order will tighten the waivers and exemptions that agencies use to get around procurement laws that favor American-made goods, and require agency heads to sign off on those waivers. The commerce secretary is to review how to close loopholes in existing rules and provide recommendations to the president within 220 days. The order also specifically asks the secretary to review waivers of these rules in free-trade agreements.

During his remarks, Trump weighed in on another economic issue, promising to find a solution to a trade dispute with Canada that has left dairy farmers in Wisconsin and NY without a market they had for a product called ultra-filtered milk, a protein liquid concentrate used to make cheese.

But IT professional Darshan Srinivasan, who has visited the USA and other countries for onsite projects, said the order has come as a blow to workers in the sector.

Canada changed its policy on pricing domestic milk to cover more dairy ingredients, leading to lower prices for Canadian products including ultra-filtered milk that compete with the US product.

Thousands of Indian professionals are employed by American companies annually through these time-limited work permits meant for scientists, engineers and computer programmers sought by Silicon Valley.

Charles Bradford of Bradford Research said focusing on "Buy American" for US steel does not take into account that some steel products - including tin plate and semi-finished products - are not made in the United States.

Trump has long pledged to support American goods and workers, but his own business record is mixed. Trump visited Kenosha toolmaker Snap-on Inc., which is in House Speaker Paul Ryan's district and is the hometown of White House Chief of Staff Reince Priebus. Many Trump products are produced overseas, and he has hired foreign workers at his properties including at Mar-a-Lago, his club in Palm Beach, Fla., which has become his frequent base of operations on weekends. US government data shows that almost 127,000 were granted to Indian applicants past year.

During his tour, Trump was shown metal boxes where cremated ashes are deposited.
