Says Chief Dyer, "If in fact he's lashing out at white people - white males in this case - that would constitute a hate crime".

Prosecutors say the suspect in a racially motivated shooting rampage in Fresno could be arraigned on murder charges by the end of the week.

Muhammad shot the guard, 25-year-old Carl Williams, multiple times at close range shortly after 11 p.m., police said.

He surrendered while shouting: "Allahu Akhbar", which means "God is great" in Arabic, police said, adding they had not yet recovered the weapon Muhammad discarded. Three people were killed and none are believed to have previously known Muhammad.

"What he told our detectives last night, was that once he saw he was wanted for the murder he was not going to go down for shooting a security guard for disrespecting him".

Officers responding to the scene saw a black man running, who got on the ground once he saw the officers, Dyer said.

Dyer said it was too early to rule out terrorism and that his department had contacted the Federal Bureau of Investigation to investigate, but portrayed the incident as "a random act of violence". Wright says he expects the arraignment will be scheduled for Friday.

Maria Praise told CNN she ran inside and locked the doors when she heard the sound of gunfire.

The three men killed in Tuesday's shooting rampage near downtown Fresno were identified Wednesday by the Fresno County Coroner as Zachary David Randalls, 34, of Clovis, Mark James Gassett, 37, of Fresno, and David Martin Jackson, 58, of Fresno.

But his social media presence tells a different story over the last few days, in particular posts made on Facebook on an account that appears to be his referring to "white devils", and on Saturday, writing, "LET BLACK PEOPLE GO OR THE DOOM INCREASES REPARATIONS & SEPARATION NOW".

Police were searching for the revolver Muhammad said he tossed into a pile of clothing.

Muhammad, who was born Kori Taylor, was taken into custody Tuesday, and is expected to be charged with four murder counts.

He claimed insanity and his lawyer requested a psychiatric examination, saying Muhammad "appeared eccentric with some freakish beliefs".

He also "suffered auditory hallucinations and had at least two prior mental health hospitalizations", according to court documents.

His lawyer said Muhammad had "paranoia" and thought the justice system and his defence were conspiring against him, court papers said.

Muhammad told police that after the Motel 6 shooting, he climbed to the roof of a nearby 7-11 store and hid there overnight, watching as detectives investigated the shooting scene.
