Yanez was also charged with two counts of "dangerous discharge of a firearm", which endangered Castile's girlfriend, Diamond Reynolds, and her 4-year-old daughter, who were also in the vehicle.

Castile worked in a supervisory position in a cafeteria for the school district of St. Paul Public Schools.

The incident began a little after 9 p.m. local time on July 6, when Yanez pulled Castile over on suspicion of involvement of a robbery, Choi said.

The following is a summary of the events immediately preceding the shooting, based on squad vehicle audio and video recordings of the stop.

Choi noted that Castille's last words were that he was not reaching for the gun.

If convicted, Yanez faces a maximum prison sentence of 10 years.

"Philando Castile did not exhibit any intent, nor did he have any reason to shoot officer Yanez", Choi said.

Yanez then screamed, "Don't pull it out", drew his own gun, and fired. Castile's then girlfriend, Diamond Reynolds, and her child were in the auto during the July shooting in Falcon Heights, Minnesota.

The complaint said that Yanez interrupted Castile with "OK", and placed his hand on his gun holster at the same time.


He noted that another officer who responded did not touch his weapon and said Castile had made no sudden movements. Yanez has been charged with second-degree manslaughter in the killing of Castile, a black man whose girlfriend streamed the gruesome aftermath of the fatal shooting live on Facebook. "This was my best friend", Diamond Reynolds said.

Prosecutors believe Castile never tried to pull his handgun from his pocket, and Yanez's unreasonable fear did not justify the shooting, Choi said. Castile had a permit to carry his gun, something that sparked internal divisions among members of the National Rifle Association at the time.

The family of the man fatally shot by a St. Anthony (Minnesota) police officer is in full support of a decision to charge that officer with manslaughter instead of a more serious charge.

Judge Glenda Hatchett, who is representing Castile's family in all civil matters, called the move to charge Yanez an "historic decision" in an "historic time".

"I know my decision will be hard for some in our community to accept".

"We want peace", she said. "We don't want any protests to get outrageous". Mark Casey, the city manager, said Wednesday that Yanez remains on paid administrative leave. When Choi analyzed the audio recordings, it was revealed that Yanez and his partner Joseph Kauser pulled Philando over because of his resemblance to a suspect with a "wide-set nose", the Star Tribune reports.

Yanez is expected to turn himself in tomorrow, when he will make his first appearance in criminal court.

Kelly did not immediately comment on today's announcement.
